THE RESULTS OF THE CONFERENCES OF THE PARTIES TO THE CONVENTIONS WERE DISCUSSED AT THE BRIEFING

Briefing on the outcomes of the May 2023 meetings of the Conferences of the Parties to the Basel, Rotterdam and Stockholm Conventions was held on 22 June 2023. The briefing was organised by the Secretariat of the Basel, Rotterdam and Stockholm Conventions.

It should be noted that the main topic of the meetings in 2023 was: "Accelerating Action: Targets for the Sound Management of Chemicals and Waste".

Among the main results announced at the briefing are the following.

Key outcomes of the COP to the Basel Convention:

·     The following new Technical Guidelines have been adopted:

-    Technical Guidelines on the Environmentally Sound Management of Plastic Wastes;

-    Technical Guidelines for the Management of Wastes Containing Persistent Organic Pollutants;

-    Technical Guidelines on Transboundary Movements of Electrical and Electronic Waste and Used Electrical and Electronic Equipment (on an interim basis).

In addition, the development of Technical Guidelines for Spent Lead-Acid Batteries, Other Batteries and Pneumatic Tyres have been announced.

Key outcomes of the COP to the Stockholm Convention:

The COP amended Annex A to include new chemicals:

·     Methoxychlor without special exception;

·     Dechlorane Plus with special exception;

·     UV-328 with special exception.

Chemicals listed in Annex A can no longer be produced, used, imported and exported by Parties to the Convention!

In addition, the COP has asked the UN POPs Review Committee to provide guidance on options for identifying POPs in various stockpiles, products and articles in use, and waste.

Progress in the elimination of PCB stockpiles was assessed under the COP. The COP called on Parties to fulfil their obligations by 2025 and 2028, while recognising the special needs and challenges of developing countries.
